Overall, a great damager hero with one of the best signature skills in the game - Eclipse.
A kind of a 'nerf' between 6.48b-6.52 happened, the ways to play luna have changed, thus you no longer can go pure eclipse.

Item build :
2 Wraith bands in the beginning, for the stat boost we need to keep alive.
Boots Of Speed - You'll need those for BoT, and You'll need BoT for map control.
You can try adding another Wraith band after that, if you feel that the creeps aren't dying as fast as you want it to happen, or you are dying too much (you shouldn't)
Butterfly - Gives you a huge damage boost. A huge attack speed boost, and boosts you armor for ~4.5, not mentioning evasion. And evasion tanks you.
Monkey King Bar - a powerful item indeed. Combined with huge IAS from butterfly it gives you a sort of perma-ministun together with the beams. But I prefer getting Kelen's dagger of escape (even after the nerf, to hell with that). You Can add a helm of dominator too, just don't forget - use dominate sometimes!
Early and mid game - After level 7, it's your time for fame. Hunt across the river, hunt for enemies heading from lane to lane. It is impossible to couter your ultimate without blink, and it's hard to get away even with it. Quite a lot of the tank heroes can survive an Eclipse + Beam combo, even in the early game, but you can easily kill them with a beam, or plain chase (320 base MS, is quite a lot, isn't it?). At lvl 11 you have at least 520 mana, not counting the boost from wraith bands. It is okay for a lvl 2 eclipse - 250 mana + 2 beams - each 140 (depends on how many wraith bands you had).
Late game domination can be achieved, IF you play your cards right during mid game.
Flee across the river (the most dangerous place for your enemies, but I bet they already know it)
Kill int and agi heroes, finish off str heroes. That's your Luna.
Notes - Luna's ultimate has an AoE of 450, also Don't use Lucent Beams while using Eclipse - they won't work!
Worst Enemies:
Visage: Luna's Ultimate gets lost in the birdies. You're dead meat against him.
Banehallow: Each wolf takes 2 beams (ok, after lvl 16 it doesn't matter that much, but you'll die anyways)
Abaddon: His ultimate counters ours.
Lucifer: Doom will make dog-poo out of you. And he tanks good. ^_^
Best allies:

Raigor Stonehoof (tauren) - Clears creeps like no one else, except
